Audrey is a senior associate in the Houston, TX office of Vinson & Elkins and a member of the firm’s Environmental & Natural Resources practice. She advises clients on a wide range of complex environmental litigation and regulatory matters, including permitting, regulatory enforcement actions, project development, and mergers and acquisitions. Audrey is routinely involved in the permitting of, and defending challenges to, infrastructure and energy development projects.
Experience Highlights
Advises on environmental aspects of preparing, filing, prosecuting, and defending applications submitted to the Federal Energy Regulatory Commission involving new and expansion projects or major interstate natural gas pipelines and import/export facilities, including compliance with the National Environmental Policy Act, the Clean Water Act, and the Endangered Species Act
Assisted in representing LNG company on preparation of bid and final agreement, mobilization, and takeover of operation and management of 24 government-owned power generation assets
Assisted in representing LNG company on development and permitting of federally funded emergency power generation and stabilization projects
Assisted in defending export terminal in federal district court litigation challenging validity of National Environmental Policy Act analysis underlying U.S. Army Corps of Engineers’ permit
Assisted in defending not-for-profit electric cooperative in state and federal litigation related to allegations of soil and groundwater contamination, including threats of Clean Water Act and Resource Conservation and Recovery Act citizen suits
Assisted in defending a metals company in class-action litigation arising from historical operations of a metal smelting facility
Assisted in defending enforcement actions and responding to information requests brought against industrial facilities, including a railcar cleaning facility and a marine terminal, by the U.S. EPA under the Clean Air Act and Resource Conservation and Recovery Act
Advises clients on environmental aspects of mergers and acquisitions in the energy, chemicals, and manufacturing sectors across the U.S. and globally, including conducting environmental due diligence reviews and counseling on allocation and management of legacy remedial liabilities
