Leslie is a litigation and regulatory attorney focused on government contracts and national security. Her work involves representing government contractors in litigation matters, including litigating bid protests at the Government Accountability Office (GAO) and the Court of Federal Claims (COFC); filing and responding to contract claims; and prosecuting claim appeals at the different Boards of Contract Appeals. Leslie assists government contractors on contract and regulatory compliance matters involving the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and agency supplemental acquisition regulations. Her practice also involves compliance counseling and risk mitigation associated with internal and government investigations. She helps clients conduct risk assessments, and develop and adopt compliance policies. She provides guidance to clients on government contracting risks associated with mergers and acquisitions. In addition, Leslie assists clients in conducting internal investigations and responding to government fraud investigations and present responsibility inquiries. Leslie routinely assists clients in suspension and debarment matters.
Leslie also assists foreign and domestic clients to comply with the requirements of the Committee on Foreign Investment in the United States (CFIUS). This involves helping clients understand the risks associated with proposed transactions and, when necessary, filing notice of the transaction with CFIUS.

Lead associate on Department of Defense suspension/debarment matter which resulted in lifting of suspension and a negotiated administrative agreement
Successfully represented a major defense contractor in GAO protest challenging an Air Force award
Successfully defended against a Court of Federal Claims protest of an award from the Department of Homeland Security, Immigration & Customs Enforcement
Represented a Fortune 500 company in responding to a cyber incident which required communications with several government agencies as well as a review of compromised information
Counseled clients on Other Transaction Authority (OTA) and ability for government agencies to award OTAs
Counseled clients on financial assistance regulations for awarding of grants and compliance requirements for recipients of grants
Lead government contracts associate on several mergers and acquisitions involving government contactors or their assets
Counseled client on compliance with state laws relating to government contracts
Representing a large corporate entity in connection with Department of Justice False Claims Act investigation
Drafted FOIA responses for contractors receiving requests from agencies seeking to disclose documents relating to the contractor
Successfully represented clients in notices to the Committee on Foreign Investment in the United States (CFIUS)
Advised clients on CFIUS implications of proposed transactions
