Steve Stojic has more than 40 years of experience representing leading interstate natural gas pipeline companies in federal administrative law proceedings before the Federal Energy Regulatory Commission (FERC) and the U.S. Courts of Appeals. He has more than 20 years of responsibility as lead counsel advising senior management on complex legal and regulatory issues and as leader of litigation teams in multi-party cases involving numerous difficult and sophisticated issues.
Steve has been involved in a variety of rate, tariff, contract, certificate, abandonment, storage, complaint, audit, investigation, enforcement, compliance and rulemaking proceedings. He has represented clients in highly complex litigation, including rate cases and complaints set for hearing, as well as in numerous appellate proceedings before the federal courts. In addition, Steve assists clients with contract matters and compliance with FERC regulations.
Experience Highlights
Represented a midcontinent interstate natural gas pipeline in an NGA Section 5 investigation and subsequent NGA Section 4 general rate case that was litigated before FERC and appealed to the U.S. Court of Appeals for the District of Columbia Circuit
Represented a Florida interstate natural gas pipeline in developing tariff gas quality specifications for renewable natural gas in a contested settlement at FERC
Represented interstate pipelines in numerous complex Natural Gas Act (NGA) Section 4 general rate cases set for hearing before FERC
Represented an interstate pipeline in its defense of an NGA Section 5 action by the Commission, resulting in termination of the proceeding with no change in rates
Represented an interstate pipeline in LNG quality standards hearing and U.S. Court of Appeals cases, obtaining approval of the company’s proposed tariff standards
Represented interstate pipeline in complex hearing involving sale of capacity, resulting in Commission rejection of $20 million complaint alleging violations of tariff and Commission regulations
Represented interstate pipeline in successful defense of tariff and contract provisions authorizing recovery of substantial reservation charges
Represented interstate pipeline in U.S. Court of Appeals cases and Commission proceedings involving contract dispute, leading to recovery of over $1 million in tax refunds
Interstate pipeline and storage provider in a contested certificate proceeding, leading to Commission approval of a major extension of a storage field
Interstate pipeline and storage provider in NGA Section 4(f) proceeding, resulting in the Commission’s first-ever approval of market-based rates for an interstate pipeline’s storage expansion
Interstate pipeline in precedent-setting U.S. Court of Appeals case and subsequent Commission proceeding, leading to approval on an industry-wide basis of index-based pricing formulas for transportation contracts
Interstate pipeline in audit proceeding, resulting in Commission approval of a settlement reducing audit adjustment by tens of millions of dollars
Interstate pipeline in successful Commission hearing and U.S. Court of Appeals and U.S. Supreme Court proceedings rejecting pricing claims totaling hundreds of millions of dollars, with 70 witnesses and 1,200 natural gas purchase contracts
Interstate pipeline in prudence hearing on company operations, leading to Commission rejection of allegations involving in excess of $600 million in claimed damages
