Victoria represents clients in the energy industry in transactional, regulatory, and litigation matters involving the Federal Energy Regulatory Commission (FERC). She assists pipeline companies, shippers, and LNG developers in FERC administrative proceedings, including rate regulation, certificate matters, compliance with FERC regulations, and Section 3 authorizations for the export of natural gas. Victoria also assists in negotiation of various agreements related to the production, gathering, transportation, and storage of natural gas and liquid hydrocarbons as well as agreements related to the sale or acquisition of natural gas and liquids assets.
Experience Highlights
Represented the developer of natural gas liquefaction and export facilities in the Gulf Coast Region on FERC regulation
Represented the developer of a west coast liquefaction and export facility on regulatory matters
Represented natural gas pipelines, storage facilities, and producers in FERC regulatory matters, including filing and prosecution of certificate applications, pipeline rate and tariff matters, and rulemaking proceedings
Represented a Gulf Coast interstate natural gas pipeline in the preparation and prosecution of a general rate case under Section 4 of the Natural Gas Act before the FERC
Represented a natural gas producer (and largest firm customer of the pipeline) in a Section 4 rate case filed by a major pipeline in the Mid-West and worked with the other participants to settle the case
Represented an oil and gas producer in South Texas in negotiating a natural gas and condensate gathering agreement in connection with the producer’s sale of its interest in the natural gas and condensate gathering system
Represented numerous clients in the negotiation and drafting of midstream agreements, including natural gas gathering, natural gas processing, crude oil purchase, and agreements for the sale and purchase of natural gas and liquids
Conducted regulatory assessment and due diligence on behalf of lenders and purchasers in connection with the acquisition of power generation facilities, natural gas pipeline facilities, and liquids pipelines facilities
Represented a refined petroleum products distributor in protesting a tariff filing by a large interstate refined products pipeline and in advocating the distributor’s position at a technical conference at FERC
